This CBO report was released the same day Obama made his fib...The CBO report is only an estimate of projected losses, too. At this time there are still $65 billion in unpaid TARP funds.
That said, who can blame Obama for thinking TARP has broken even? He's not used to such 'small' numbers as billions when it comes to wasted taxpayer money; he's used to trillions...So maybe he figures these billions are just rounding-errors.
