The UN is a ready-made mechanism for such coordination.”

This is money well spent.  NOT!

If aliens can commicate with or come to Earth, you better believe they won't be doing so with good intentions.  They will be coming here for the same reason every human society has moved to another region:  to colonize and gather resources.  And if they have the technology to travel from however-many-light years-away they will be massively ahead of our technology and the U.N. clowns will be nothing less than the first to be massacred.
