They didn't see the colonists as terrorists. The definition of the word is someone or some group that attempts to intimidate through means of terror.
The colonists didn't do that. The closest they would have come to that would have been the Boston Tea Party, and in that case only the tea needed to be in terror.
The crown saw the colonists as upstarts and rebels. Not terrorists.
