Walker's comment was very true for much of America's history...Unfortunately, this has become only about 50% true in our time - where almost 50% of the American people are either dependent on the government (tax payers) or want to be the overlords doling out the sticks and carrots to those who are dependent on them.  And make no mistake, for every carrot there is a stick.
